When should the project manager call for a steering committee meeting?

At what point is it necessary for the project manager to request from the project sponsor to call for a steering committee meeting?

A project steering committee meeting is usually held in the following circumstances:

- If the steering committee wants to have a demo about the project to see its current progress and be informed with the issues the project is facing.
- If, there are scheduled steering committee meetings in the project (stage gate meeting
- If there are major issues in the project that require executive decisions (e.g. kill/no kill)

In the first case above, the project manager is invited to the meeting.
In the second case, the project manager reminds the steering committee about the meeting.
In the last case, the project manager calls (urges) for a steering committee meeting.
