How might the information required by a project control system be collected? How might the information collected through the control system be used on subsequent projects? How does the control of creative projects differ from the control of ordinary projects?

You seem to define a Project Control System as a PMO database. I'm not sure that the term Project Control System actually exist.

In any case, the information stored by the PMO is usually made available by the PMO to Project Managers. Project Managers can also query the PMOS directly to access information about relevant projects to their project. Project Managers and PMOs are both responsible for storing information about the project in the PMOS.
