A certification does not make you a project manager, but your experience does. You can't become a project manager just by getting a certification (additionally, you need real and documented project management experience to be able to apply for a certification, let's say the PMP).
If you're working, I suggest you exhibit some interest in becoming a project manager in your company and start asking for simple project management tasks, or maybe start working as a project assistant.
If you're not working, then your best option is to get a job as a project assistant, and slowly moving up until you can become a project manager.
