What control mechanisms are available during the project’s development phase?

What are the control mechanisms that are available during the project’s development phase? Please explain how each one of these control mechanisms is used to control the project.

First, I'm not sure what you mean by development  phase .... do you mean during planning or during execution?

You also make it sound as though there is an automated process.  There is not.  Control of the budget in early projects stages usually comes from project and company governance.  You have a project approach that will be followed, the budget will be reported, and that will be the control. Similar with how the schedule goes because you are in the early stages of the project.

Control is also about quality.  As the PM you will need to look for ways to ensure quality throughout your project ... things like making sure the team has the time and resources needed, bringing QA in early to understand the project, inspecting work as it is completed, and so on.

A lot of this will be governed by regulatory environments for some projects as well, so as you move through the project, you will always need to be aware of how that might impact the work.
