Who has the most power in a projectized organization?

We're currently shifting towards a projectized organization (formally matrix). Who has the most power in such organizations when it comes to managing resources, is it the project manager? Is the role of the functional manager still relevant in a projectized organization?

In a projectized environment, project managers are responsible for their projects and their own staff.  Staff who work on their projects also report to them in a functional sense. In such organizations the role of a functional manager usually passes on to the project manager. However, in some cases where functional managers do exist,they are involved mostly in staffing coordination and planning ,coordinate recruiting and new hires, but project managers have the most influence on recruitment related decisions.
