Actually, this is the set of criteria you as the project manager should be setting in the context of your project. In a project using a phase-gate approach, the project "pauses" (perhaps just for seconds for those of you concerned with slowing down) to consider if the criteria are met. The criteria would normally be based on the completeness and quality of the deliverables from the previous phase. For example, the project may not move into planning until initiation produces a signed project charter containing key elements.
