When should someone apply for the PMP exam? Is it before or after he becomes a project manager? Should the individual apply for the PMP immediately after he satisfies the eligibility requirements?

You can apply to become a PMP even before you become a project manager, provided you have the necessary project management experience as required by PMI in their PMP eligibility requirements.

As to your second question, it's not a bad idea to apply immediately after you satisfy the requirements. However, I would a wait two or three months just to be on the safe side. This is because "just" meeting the requirements may raise some eyebrows and consequently flag your file for an audit (I'm a bit skeptical of PMI's claims that audits are completely random - I think there's always a reason behind an audit).
