What questions should a PPM ask to select a project?

What are the questions that a Project Portfolio Manager should ask before selecting projects? I know that the following questions are a must:

- Does the project provide good ROI for the company?
- Is the project well aligned with the company's cultural and business objectives?
- What happens if the company does not execute this project?

I'm sure there are other questions that should be asked, what are they?

I believe the three best questions are what is the ROI, is the project aligned to our business strategy, and do we have the resources to do the project (human or capital)?  The remaining questions might be for clarification, such as:

- which strategic initiative is this project best aligned to
- we have the people for the project, but do they have the right skills
- how does this project compare to other potential projects
- what are the risks which might cause us to miss the ROI or other aspects/benefits of the project
