How to do resource optimization?

When managing projects, what are the ways to do resource optimization? The only way I can think of to optimize resources is by using resource leveling? Are there any other ways?

Actually there are two ways to do resource optimization on the project schedule:

- Resource leveling: Ensuring that resource allocation does not exceed resource availability, and if it does, then removing the excess allocation from that resource and giving it someone else with a higher availability (or moving the excess allocation to another day where that same resource has a higher availability). If all the resources allocated to the project have low availability, then applying resource leveling will increase the length of the project schedule.

- Resource smoothing: Evenly distributing the resource's allocated time across the project schedule. You can read more about it here: http://www.projectmanagementquestions.com/2880/resource-smoothing . Resource smoothing does not alter the finish date of the project.
