Does a Project Manager consultant have less authority than an in-house Project Manager?

If a company hires a Project Manager consultant. Is it normally the case that this Project Manager have less authority than internal Project Managers. Additionally, how do team members usually react to Project Manager consultants?

I've been both, and here's a sideways answer to your question.

Either type of project manager can be very powerful, if they DON'T rely on tehir authority, but instead garner a following because of their affimng style and rock solid vision and thought-leadership.

The lack-luster project manager will have little authority regardless of whether he's inhouse or outhouse.

team members will follow anybody that believes in them, gives them challenges, doesn't hang them when they make a mistake, and tries to show them off to career-influencers.
