What is the percentage of IT projects that are successful in 2010?

In 2010 estimates, what is the percentage of IT (or software) projects that were considered successful (fully successful, not challenged)?

Is the success trend going up or down for IT projects? So in 2011, should we expect more projects to succeed, or more projects to fail?

As far as I know, the Standish CHAOS report is not yet released for 2010. But from the trend, I'd say anywhere between 30% to 35% (last year it was 32%). I personally believe that the management of software projects is maturing, and thus, theoretically, we should be having less failed projects every year. On the other hand, we're having a influx of inexperienced (read bad) project managers in the market who are most likely lowering the average success rate.

While trying to answer your question, I was curious to know what the acronym CHAOS stands for. Apparently nobody knows but a select few, according to this: http://www.standishgroup.com/chaos/intro1.php . If anyone reading this is one of those select few, please tell us!
