How do you know that you have reached the most granular level of the WBS?

In a work breakdown structure how do you know that you have reached a point when no further breakdown is needed?

No further breakdown is needed when there is sufficient information about the task to estimate the resources, costs, and timeline.

This depends on the type of the project, for huge projects I'd say the most granular level of the WBS (Level 3) should be a task of at two weeks (more or less). In small projects this can go down to just a day or half a day. It all depends. You should experiment with your projects and your resources yourself to know what level of detail you want in your WBS.
