Assuming the team members have been identified, what are the steps that a Project Manager should take to increase the effectiveness of his project team?

I would meet with each team member (or at the very least, the “team leads”), and make sure I am comfortable knowing they meet the requirements as defined in the Roles and Responsibilities table(s). If time allows, have another Kickoff meeting and give people a chance to meet the new PM and learn of their expectations.
