What is the best way to develop a profile of a project?

Project are large and small, complex and simple, high technology and low tech. some are domestic and some international, some have one client and some have a diverse set of clients, some have clear goals and some have complex goals.

Each of these would have a different execution approach. How do you assess a project and develop its profile to match the appropriate execution approach?

Typically, this is handled by the PMO, and not the project manager.

The PMO specifies which methodology/process to follow to manage a project based on the project's:

- Type
- Duration
- Cost
- Size

The PMO will then communicate the right methodology/process/framework to use for the project manager and the project manager will execute the project accordingly.
