this can also be just a basic event management organogram?
all the persons inloved in the process
how will the manager oversee everything?

Not really a PM question, but most sports teams employ "scouts" ... specialists in talent aquisition ... to identify the best talent.  In a well run company or program, the HR department should be playing that role.
