during initiation or in the planning stage? From PMI perspective, when the project manager is involved or have any input in the project activities

Right at the boundary of initiation and planning, and hopefully during initiation.  Keep in mind the output of initiation is the project charter which names the project manager and outlines the project expectations.  A good project sponsor will bring in the project manager before finalizing the charter to discuss the project and allow the project manager to ask questions and have input to the charter.
