Project Management framework for SME, is it really needed?

I just read several articles, they develop a so called modified project management framework to suit for Small Medium Enterprise. I am just thinking whether there is a relationship between the framework and the size of company. It should be more accurate if they develop a framework to suit according type of project e.g., software project, mission critical system and etc... As for a small business, there's no specific methodology tailored to a size of 'business', since methodologies are designed for the types of projects.

I would have to look at the framework to know.  But you are right, the scope of the methodology should correspond to the scope of the project.  So perhaps the authors are assuming small company = small project.  However they may also be identifying common activities like budgeting and resource planning in a way that makes them compatible for SMBs.  SMBs typically have a lower tolerance for bureaucracy and therefore can benefit from some definitions around these items and others like change control.
