Can Letter of Award (LOA) or Service Order be considered as a Project Charter?

If the customer issue an LOA or service order, asked to provide a service in the form of project can it be considered as a project charter?

Most likely not.  

A letter of award simply informs the seller of the acceptance of their proposal, usually submitted in response to an RFP (request for proposal).  In the absence of other documentation, the RFP makes for a good project charter.  

Most likely once the letter of award is received, the seller and buyer will develop and sign a SOW (statement of work) which will become the equivalent of a project charter.
