I failed the first attempt and paid and scheduled my second PMP exam but can not make the date within the 1 year of eligibility.  Can I go past the year?

Per the PMP Handbook available at http://www.pmi.org/en/Certification/~/media/PDF/Certifications/pdc_pmphandbook.ashx you will need to re-apply (start over).  The re-examination policy is on page 31 and you are cautioned to plan your time.
