Maslow's hierarchy is far too broad to find out the needs and motivations of the stakeholders.  You need to really get to know them through surveys, meetings, and other tools designed for interactive collaboration.

Thanks for answering. Still struggling a bit with the terminology. Stakeholder involvement, engagement, participation. Does that mean the same? As far as I researched, engagement is more trying to get stakeholder being active whereas involvement and participation is stakeholder being active already.
