Do project managers need IT skills?

Is it necessary for a project manager working in the IT sector to possess IT skills? Or can he run an IT project from A to Z while having little or no IT skills?

Which project manager do you think is better for IT projects: he who has IT skills or he who hasn't IT skills?

This is a highly debated topic in project management. Some say that project managers need to be subject matter experts in the project's topic, others disagree.

My answer is somewhere in between:

- If the project manager is experienced, then he can manage any project in any industry, without knowing anything about the technicalities of the project. He will base his estimates by triangulating estimates from team leaders, other project managers, and his past experience on similar projects.

- If the project manager is not experienced, then he should have some experience in the respective field that will make up for his lack of experience in project management.

In my opinion, the amount of necessary technical experience that the project manager needs in order to manage a project is inversely proportional to the amount of experience he has in project management. It's all a balancing act.

In my opinion, the PM should have IT skills. If not, the PM won't be able to know how to estimate the project schedule, cost and quality of software product. Project Managers should be knowledgeable in the project's industry in order to manage it.

Project Managers need knowledge the technical domain of the project and the relevant marketplace.  If its an IT project, then I believe the PM should have IT skills and experience.  Having said that, PMs must have PM skills first and domain knowledge second.
