What is schedule of requirements (SOR)?

Can somebody provide me with a detailed information on what is a schedule of requirements (I have an idea on what it is, but I'm not quite sure that I understand what it means correctly).

Also, should I enclose the schedule of requirements in the envelope in which I put the bidding form?

In project management, the schedule of requirements is a document used in the procurement process. For example, let's say that you want to start a bidding process for the materials needed for your construction project. So, you create a schedule of requirements (or SOR) document. As for your second question, yes, the schedule of requirements should accompany the bidding document.
