I intend to become a project manager in a couple of years from now. I'm just wondering if one needs a license to become a project manager. If yes, then how much does this license cost, and who issues it? Is it the government?

In the US, the only license you will need is a business license issued by your local city, county, and state if you are functioning as an independent contractor or business owner.  Other licenses may be required by your industry and role, but there is not a PM license that I am aware of.

Some countries outside the US have incorporated project management as a government sponsored function.  I know some have talked about licensure and I have not followed this regularly, so you will need to consult your local government.
