What is the role of the functional manager in a project?

Asides from having both feet on a table and playing tricks with the project manager, what is the role of the functional manager in a project? Frankly I don't see him doing anything useful, with the exception of providing some general (sometimes technical) guidance to the team members.

Any thoughts? (and yes, I really don't like functional managers in general).

A functional manager is not directly affiliated with the project team but can provide useful support to the project in terms of allocating resources, balancing resources during project execution, moving resources from internal functional activities to critical projects when they are needed.The functional manager’s involvement increases during project planning and scheduling. Here, the functional manager ensures that the work being done by his/her department meets both the project’s and organization’s quality standards and follows accepted practices.
