What is an ECM project?

What do you mean by an ECM project? Is an ECM project an IT Project? I was reading a comment on a project management post and the author of the comment said that he's currently managing an ECM project. I researched the term and I didn't find an answer to my question.

An ECM project is one focused on Electronic Content Management.  ECM projects generally fall within IT and depending on what content you are trying to manage, may have regulatory and other implications.  Law firms, for example, are undertaking ECM projects so they can better perform e-Discovery. Projects to put educational lesson plans online are ECM projects as well and have to adhere to educational standards and local, state, and national regulation.  TCompanies are looking at ECM to manage and house the electronic records they are required to keep.  

Each of these projects will need to include IT to better define, identify, procure, or build the system which will house the content.
