How to score project risks?

What is the best way to "score" project risks when developing the risk analysis matrix?

By the way, is the risk score dynamic? In other words, is it related to the proximity of the risk? (does it go up at the time when the risk is most likely to occur and goes down at the time when the risk is far from actually materializing?)

One good way is to estimate the probability of the risk turning into an issue and multiplying that by the dollar impact to the project if the risk turns into an issue.  Since probability is dynamic, the "score" should be dynamic.  Most important is that when something in the plan changes for any reason, the evaluation should be re-considered.
