I think you are being overly specific, I don't believe there any stats about power engineering projects (challenged, failed, successful, etc...)
But, let me try to answer your question... The challenged percentage (according to the Standish group) of IT projects is around 40% (challenged means either late or over-budget), and since power engineering projects are usually better managed than IT projects (probably because of the non-fluid requirements), then the challenged rate is lower. I think it's safe to say that the challenged rate is 50% lower, which means that it's around 20% (late + over budget), which means that the percentage of late projects in power engineering projects is around 15%.
