Is it madness to abandon a project having already spent over 65% of the budget?

Do you guys think it's insane to drop (cancel/kill) a project after spending over 65% of the project budget? Don't you think that the company should give the benefit of doubt for this project, at least until the budget is completely exhausted?

I believe there is a saying, don't throw good money after the bad.  If management is convinced the project won't deliver, this gives them 35% of the budget to spend elsewhere.
