In a functional organization, the project manager usually reports to a functional manager (such as an IT Manager).

In a matrix organization, the project manager usually reports to one of the following:

- Program Manager
- PMO
- Project Sponsor
- Functional Manager

In a projectized organization, the project manager usually reports to the PMO, the Program Manager, or the Sponsor.

Yes, the project manager can report to more than one person at the same time. For example, in some organizations, the project manager reports to the PMO about the project management aspects of the project, he reports to the program manager about the status of the project, and he reports to the project sponsor about the conflicts/risks/issues that the project may encounter.
