Fourth constraint

I know about the three constraints in project management: The scope, the time, and the budget. But apparently there is a fourth constraint, or at least this is what I assumed when reading a PM article. The author of this article did not bother to mention what the fourth constraint is. Does anyone know what it is? Is it the quality?

Actually, the three constraints are time, budget, and performance (or quality). You can think of scope (what work will be accomplished) being the middle of the triangle and subjected to these three dimensions.
