Is a project manager a technical manager?

Is the project manager considered to be a technical manager if he has technical skills and/or background? If he's not, then who reports to who in a technical project? Does the PM report to the technical manager, or the other way around, or is it that both of them are at the same level in the organizational hierarchy?

Not necessarily. Unlike the role of the project manager, the technical manager is a functional role. In most organizational types, a project manager reports to the technical manager.

In small organizations, the project manager can be the technical manager, in which case the project manager is called considered to be a hybrid.
