CPI is 1.1, SPI is .95: What is the trend for the project?

Does this mean that the project is over-budget, but ahead of schedule?

CPI (EV/AC) > 1 means you are spending less than planned (actual costs less than the earned value).  SPI (EV/PV) < 1 means you are behind schedule (planned value greater than the earned value).
