Project scope statement vs project charter

What is the difference between the project scope statement and the project charter? When is each one created and how is each one used?

Is the project scope statement part of the project charter, or is it part of the project plan?

In general, the project scope statement is a part of the project charter.  That doesn't mean that it cannot evolve along with the understanding of the project and become a larger document during the early stages of planning.  By the end of project planning, the scope statement should remain unchanged and changes are put through a formal change control process.
