What is the difference between a project engineer and a project manager?

Almost all the articles I've read claim that the project engineer is another term that means "project manager" and use the terms interchangeably. I don't agree, I wouldn't consider a project manager working on a software project a project engineer.

I don't agree with you.  A project manager working on a software project is a software engineer.
