What is a project management center of excellence?

Someone just answered my question regarding knowledge management and he mentioned something called "project management center of excellence", which seems to function like a PMO. Can someone tell me more about it?

A Project Management Center of Excellence ( PMCOE) is much like a PMO, as it is responsible for:

- Training project managers
- Overseeing project management activities
- Standardizing project management
- Handling knowledge management when it comes to the organization's projects
- Assigning project managers to projects

As you can see from the above, all the activities are also PMO activities, which is confusing. This paper ( http://www.processmakesperfect.net/BuildingPM.pdf ) explains in ambiguous terms (I hope you can understand it, because I didn't) the difference between a Project Management Center of Excellent and a Project Management Office.

I have yet to see a company with both a PMO and a PMCOE.
