how can a project manager control scope and why would it be important?

The short answer is that the project scope is controlled by planning the work and then working the plan.  Changes not in the plan need to follow a process so as not to add to scope at the expense of project success.

Controlling project scope is important because changes can impact the plans and cause deliverables, budgets, and timelines -- whatever the success factors for your project are -- to be missed.
