What are the characteristics of a soft project?

How does a "soft project" differ from other normal projects? What are its characteristics? Are soft projects typically small projects (and that's why they're called soft)?

Soft projects are those projects that do not create a service no a product, but instead a change.

Following are examples of soft projects:

- Creating a new company board
- Electing a new CEO for the company
- Merging a company into another

Soft projects do not necessarily have to be small, and to prove my point, take a look at the last example I provided.

Unlike the "hard" projects, soft projects do not necessarily have to create an ROI.
