Who creates the business case in an IT project?

Who is the person that creates the business case in IT projects? Is it the project manager? Is it the business analyst?

Theoretically, it is neither the project manager not the business analyst who creates the business case. It is the responsibility of the project board (who also owns the business case), based on the feedback provided by the project manager, to create the business case.

Realistically, all the IT projects I have witnessed had their business case written by the project manager and then approved by the project board.
