What is the difference between the project charter and the project plan?

Is the project charter the same document as the project plan? If not, how are the two different? Also if they are different, which one is done first?

The project charter is a high level document desribing the desired project outcomes, the proposed budget and resources, and other high level expectations of senior management.

The project plan is a detailed response to the charter, confirming an understanding of the project intent and showing exactly what can be delivered, at what cost, and with what resources.
