Who owns the project charter?

Who owns the project charter, is it the project manager, the project sponsor, or the stakeholders?

This is creating a confusion and a lot of finger pointing in our company, as no one (including me, the project manager) is claiming ownership of the project charter.

I appreciate an insightful response!

Although the project manager is the person who drafts the project charter, he's not the owner.

The project sponsor is the individual who owns the project charter.
