Can a primary stakeholder be outside the organization?

Is it possible for a primary stakeholder to be from outside the organization? I can't think of any stakeholder (let alone a primary stakeholder) on any of my projects (well there weren't many, only 2 :) ) that was from outside the organization.

Please don't give me a "yes" or "no" answer. Thank you.

But of course! Think about the client, who is probably the most important primary stakeholder. You always have a client in your project (unless your project is done internally, then you have a customer), and the client is a primary stakeholder.
