How can having an SME on your project alleviate scope creep?

I was told that having an SME (Subject Matter Expert) on my project team will reduce scope creep. Is this true? And how?

I think it's possible to say that having an SME on your project will prevent scope creep, as his experience will help clarify client requirements, and will reduce task ambiguity. An SME is also able to accurately determine the short and the long term consequences of a change request on the project, and communicate his thoughts to the project manager.

For example, a project manager, before accepting and processing a change request, should consult with the SME who will then tell him what will happen if the change is processed, and how much time it will take. The project manager will then pass this knowledge to the client, after calculating the cost and time overhead of the change.
