is it not necessary to know that spare time available on the non critical path to allow a little delay for no critical activity?

If I understand your question correctly, then the answer is to purely apply common sense. If you want to delay a task on the non-critical path, then you must have slack somewhere on your non-critical path.

Then the statement is true...
