Is it normal for any project to have scope creep?

Are scope creeps normal for all projects? I am not a project manager myself, but I have yet to see a project being managed in our company that is scope creep free.

Then what I can tell you that you've always had bad project managers. It is not normal at all to have scope creep in EVERY project.

Sure you may have some missing/incomplete/wrong requirements in every project, but they should be formally handled through simple change requests and they should not always cause scope creep.

This is the sign of BAD project management.
