Which stakeholder is the project manager primarily accountable to?

As a project managers, to which stakeholder are we primarily accountable to? Can we be (primarily) accountable to more than one stakeholder in a single project?

This depends on the project, but in most cases, the stakeholder the project manager is accountable to is the project sponsor.

In some projects (especially those related to public safety), the project manager is accountable to the public. Such projects may include:

- Construction of a bridge
- Roads
