What is the best way to make the project plan available for everyone involved in the project, including team members, the project sponsor and the project stakeholders, to see.

For large and complex projects, you may want to consider not making the entire plan available.  Once its been set, you just need to queue up the tasks and track/manage changes to the plan. Remember that not all stakeholders will be able to read a complex Gantt chart.  So for general consumption, I would just create a major milestone chart in a simple table in a Word doc to circulate.

Walk them through it.   That's it.

The author of the plan takes much for granted that stakeholders need to know. Most of the context is in the discussion, not the written product.  "Get their hearts, their minds will follow."
