Isn't scope verification the exact same thing as scope control, if not, what are the differences between the two?

No, they're not the same.

Scope verification happens in the project closure phase, and consists of:

- Making sure that the product meets the approved specifications
- Making sure that the final product has all the required deliverables (no missing features)
- Ensuring customer satisfaction

As for scope control, it consists of controlling the requirements during both the planning and the execution phase.  Scope control is about avoiding three major problems (especially in software projects):

- Scope creep
- Scope inflation
- Gold plating
